They can't. The college educated banker should have denied all those poor people if he actually learnt something in business school. I wonder if these places actually encourage fraud.

As long as a CEO can show they issued x amount of loans the stockholders are happy so the very stockholders who hate government intervention were happy to see the government give the too big to fail banks truckloads of cash. The investors win.
